Video Settings Still do not Persist Across Logins

    Title: Video Settings Still do not Persist Across Logins

    Details: My Video Settings do not persist across logins. I have to reset them on every login.
    See the image below... These are the settings that I'm greeted with on every login. On every login I reset the Resolution and uncheck the "Full Screen" box. On the next login, I will do the same. Ad Infinitum.
    Steps to Reproduce: Log In. (See image below.)
