Wands not correctly adjusting fizzle rate

    Tested when wearing founder full plate, basic lesser wands, and my current rez cast chance. My understanding is that the spell cast chance should be improving when using wands not going down.

    o wands = 31% spell cast chance
    1 wand = 24% spell cast chance
    2 wands = 16% spell cast chance
