watering plants+ learning agraculture skill

    yesterday i planted a med bed of garlic outside(10 plants) i come back to water them grab 44 water dnd start clicking... i water 6 then nothing i even right clicked and selected water plant...nothing so i went in my basement then back i was able to water 2 more plants (8 of 10 now) iv also went to both owls head desolace and adoris to learn argaculture no luck"this skill cant be learned here. IS THERE A MASTER SKILLS TRAINER?????
