Just looks like a Mobius Strip with a line through it to me. Perhaps to symbolize the point at which two infinite universes touch, allowing travel to another reality.

This is what I remember from back when I was a teen-ager and bought my first Ultima game with my own money. On the back of the box and on the top of the staff, was the ankh symbol.

The ankh persisted through to my UO days and was known as the place to be resurrected when you died. Still it appears in scenes, showing only when you die and in select locations.

When I saw this symbol on the hats, I just thought it was the upper half of the ankh being reflected back on itself. My understanding was that it symbolized life (the ankh) shown as infinite (the infinity loop) with the boundary between one reality and the next crossing through the center. Each time one reality ends and you cross the threshold represented by the line, another reality would begin. Infinite life in an infinite loop.

Virtue symbol huh... I guess I over thought this then. Good to know. ;)

Because Richard Garriott said so. And that's the bottom line.

So we're getting a limited, minimalistic UI and Gauss rifles and PvP that isn't purely opt-in?

I'm just messin'. I had to.

Considering he took himself way too seriously as well, it kind of makes sense.

Having that symbol on each of these hats will be obvious to future players that these particular hats are a part of a set. So not only are they rare, but they belong to a set!

So they are rare, and they are like a deck of trading cards. I'm assuming that some people will want to collect them all just like people like to collect a complete set of cards or stamps or whatever. So combining people's desire for rare stuff, and the OCD desire to make sure you aren't missing something that completes your set... which makes these rares a great collectable.

Also these hats might go with some nice outfits later, but I'm thinking these hats would be great if there was a special hat holder display for them all.

Considering that there are ONLY about 1500 possible complete sets? A lot.

I think the Hearth of Britannia Cabinets are the most rare item. Following closely behind are the Complete set Tour Guide Hats.

What if the complete sets on display are locked into one item permanently? People have the choice to create the display or keep the hats separate. Then the usable hats that remain will be even rarer, but so will the display cases because not everybody will want to use it.
