    Title: Windmills having Wrong Perspective/Location Compared to Background

    Details: The Large Windmill Power General appear to render off in the far distance, instead of being right in front of the avatar.

    Comment: Wow, I did request an Epic Windmill in the feature requests! Thank you again!

    Steps to Reproduce:

    1. Area: Festival (POT_alpine_metropolis_01_template/Festival) Loc: (383.4, 47.4, 275.9) DBG: UE9UX2FscGluZV9tZXRyb3BvbGlzXzAxX3RlbXBsYXRlfEZlc3RpdmFsfCgzODMuNDQsIDQ3LjM5OSwgMjc1LjkwNSl8KDAsIC0wLjg1LCAwLCAtMC41MjYpfDMyLjY3NTk4fDQuMzExMDE4fDEyLjYwMDAz

    2. View the two Windmills at the back of the lot.

    3. Observe: The bottoms are faded out, but they render as if they were behind other objects, such as the mountains or the trees they are near.

    Ryzen 1600 w/Geforce 970, Windows 10, 16 GB RAM, SotA QA Win 64 Release 529.
