Stanley in Soltown does not accept Captain Kinsey's report

    I tried using the keyword "report" but that does not produce the window to transfer the report.

    I found the problem, Kinsey never gave me the report, even though I have the quest on my HUD.

    You should be able to return to Kinsey in Solace Bridge Outskirts and say "report" to her get a replacement, then you should be back on track.
