[Known]Cant level Enchanting

    Title: Enchanting Bug

    Details: I just tried to start leveling enchanting. My alchemy is level 50 and I learned the enchanting recipe. I learned the enchanting skill at the crafting trainer (enchanting level 1). It will not let me enchant, the text says "recipe requires level 20 enchanting". There is no way to level enchanting to 20 without actually being able to enchant.
    Steps to Reproduce: Low level enchanter trying to enchant anything.

    CPU: Intel(R) Core(TM) i5-4690 CPU @ 3.50GHz (4) System RAM: 16311
    GPU: NVIDIA GeForce GTX 960 GPU RAM: 4062
