Mailbox and scroll bar issue where scroll bar does not always show

    Title: Mailbox and scroll bar issue where scroll bar does not always show
    Reproduction Rate: almost 100%
    Blocker? no
    Details: when I first enter the pot and run to mailbox and click the send I get my list of people however there is no scroll bar. but if I exit the mailbox and click on it again and repeat it shows up.
    Steps to Reproduce: teleport to town, use mail box check for scroll of friends list. if not there exit and retry.
