[Known] Speaking to Elf Official in Xenos

Title: no response from Elf Official in Xenos

Details: I'm at this location to talk to the Elf Official so I can gain access to Artifice, he says he want to talk to me as I approach him, I dbl click him and my glyth bar disappears like the conversation is to start, but nothing happens. I press esc to end conversation and my bar returns. I tried logging out to my desktop, and reclogging, then using "E" to start conversation, but just says to wait, my bar remains and nothing happens.

This is a known issue; I'm sorry for the trouble. Some people have confirmed disabling NPC conversations helps them past this, but note you will miss some dialogue if you take this route. There were reports that this doesn't help people get past this NPC earlier, but we were able to confirm internally that it can. We hope to get a permanent fix to live as soon as we can.

 

I was also trying to do this quest today and turning on and off the merchant dialog box, does not help in my case. The NPC does not talk to you, even though I have the Gain access to artifice and have been referred to him I believe the official is Notus, referred to by at least 2 other NPCs who would talk to me.
