City lot has two empty lot options

    Title: City lot has two empty lot options

    Details:
    Set a city lot as empty lot and then change it again. There are two options: "Empty Lot" and "Empty Lot(default)". But a village lot only has one "Empty Lot(default)" option for the same steps.
