Kinsey keeps giving Calm Down quest prompt

    Details: When I talk to Kinsey to help - I keep getting prompted to calm down Preston, but I have done the quest already. The soldier on the other side of the bridge gave out the quest first.
    Steps to Reproduce: Talk to Kinsey and get directed to do this quest again.
