Game 'always on top'

I used to be able to bring up my browser (Windows Alt-Tab) while playing the game (to check on something in the forums or whatever) but now that doesn't seem to be allowed. Even though I am not playing in full screen mode (but the game still takes up the entire screen) I can't bring up a browser or anything else on top of the game.

I can't find any option to uncheck to allow the old behavior.

/Edit - I quit and restarted the game and I can now bring a browser to the top again...

 

It is doing this again. Is it after patch updates?

I have to quite and start the game again to be able to bring up the browser.
