Master Fire Trainer doesn't give quest for fire elemental

    When I talk with the master fire trainer in Desolis, there is no dialog box that appears, only the 'skill tree' box appears. So I'm not able to engage in the conversation that gives me the quest to learn the Fire Elemental spell.
    I don t have the quest in my journal (and never got it either). I even killed Avara and don't get the ashes. I've tried talking to the trainer multiple times with no luck, even did a quest reset with the same results. Is this a bug or am I doing something wrong?

    @K1000, settings > interface > scroll to bottom > turn OFF skip conversations with merchants
