Plains Encounter / Boars, not spawning higher level mobs

    Title: Plains Encounter / Boars, not respawning higher level mobs
    Reproduction Rate: Once
    Blocker? No
    Details: Plains encounters are supposed to start with low level mobs, and then respawn higher tier mobs as they are killed. After killing the first "wave" of initial spawns however, nothing else respawned. I waited for over 20 minutes just to make sure it was just a timing thing.
    Steps to Reproduce: Enter Plains Encounter/Boar and kill everything... wait.
