    Title: Practice Dummy and livestock animals catch stealing
    Reproduction Rate: 100%

    Details: Practice Dummy NPCs, as well as various other critter/livestock animals will catch avatar stealing and summon the Justicar.

    Example: Stealing the apple in the building around Loc: (497.2, 31.2, 147.9) in Central Brittany and Justicar shows up due to Practice Dummy "seeing" you commit the act.
