Ancient staff of Anarchy stats not applying

    Title: one of the stats not applying
    Reproduction Rate: 100%
    Blocker?
    Details: staff grants 20% attunement and 30% chaotic feedback skill bonus. the attunement bonus is there but casting chaotic feedback with and without the staff gives same stats, and shows same stats on the chaotic feedback skill card.
    Steps to Reproduce: cast chaotic feedback with staff equipped and without
    User Specs: chaotic feedback is lvl 100. attunement is 100.2 in chaos and with staff 120.2. also my specialization in chaos is 86
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-7700K CPU @ 4.20GHz (8) System RAM: 16341
    GPU: NVIDIA GeForce GTX 1080 GPU RAM: 8086
