    Yes, it's deliberate.

    I added a change for the chess piece to have a small chance to drop of a naughty brat. This was to account for a glitch that happened to some players, where the chess piece wasn't appearing in the toy chest. I wanted to make sure there was a "backup plan" in play in case the toy chests continued to not produce the quest item.
