I think giving town owners a 100% no effort way to stack gold without even logging in is an absolutely terrible idea. I think there is some merit to offering town upgrades with the taxes collected, but only under the condition that those upgrades can also be lost and are not permanent. There are a lot of possibilities with a system like this. It could be tied to sieges (hopefully new ones which are group oriented), or it could be tied to a new pvp system where players compete against each other to achieve a goal. There are a lot of meaningful ways something like that could be implemented, but I would hope it would be a system that is designed to bring players together to work towards common goals. And there needs to be a chance to lose it, otherwise players will participate exactly once and never do it again. And of course the governor could be in charge of selecting which goals they are striving for and it would be up to the community to decide to participate or not. I would love to see something like that, but stacking gold just because you spent a ton of RL cash on the game is a huge nope in my opinion.

No. Taxes function as an extremely effective gold sink. Without good gold sinks you experience inflation that makes entry impossible for new players.

New World has a few system that reward active town governors. It also fosters community engagement. This game has sieges already and that could be a part of it. If they were less frequent and scheduled you could have largish player turn outs to defend the towns for phat loot and to keep the town from being damaged and having to upgrade its stations all over again.

The POT Governors can control how often (if at all) their town is sieged. The Sieges are tied to the Devotionals, each devotional is tied to a specific astronomical alignment which causes the Cabalists to attack. The more of the devotionals, the more of the alignments are triggered. The timing or the attacks can be predicted with an Astrolabe or a Moon Dial. More Info here or here on the Wiki.

That is a reasonable and logical answer. It is good to know there is a reason behind it.
