it was a bug that the necklace dropped repeatedly that was fixed.

    However the suspicious character
    https://sotawiki.net/sota/Suspicious_Character
still walks the cemetery and still attacks the avater when questioned.
And he still drops the "Seeking Missing Necklace" letter.

When the quest is a one-time thing and the necklace stops dropping after having been returned once, should not the "Seeking Missing Necklace" letter stop dropping too after the quest has been done once?

He's a criminal and you're poking around in his illegal business. It feels reasonable to me that he remains aggressively defensive.

If my memory serves me correctly, the same letter/flier is also nailed to a post at the entrance to the graveyard. The tech we have means I can't block the letter from appearing in his loot without also blocking players from taking the one on the post, and the one on the post has to stay available so it can be grabbed by players who haven't done the quest. The one on the post is more important and needs to stay. Even though the looted one is less important, I like how it's a secondary means to direct the player for the quest.

Fictionally, it makes sense that he found one of the letters that was posted somewhere. I like the idea that he ripped it down and jammed it into his pocket, so no one else would see it. Also, it allows us to imagine that copies of the letter were possible distributed to a few places and he might have to do this several times. It's been my observation that people don't usually remove "missing" posters after the thing is found, so I feel it's still OK for these "missing necklace" letters to be lingering even after the quest is over.

Maybe the better question is why do you keep going back and attacking this scruffy fellow? Isn't one death enough for Justice? ;)
