Port Harmony - Verity Webb - Bow to Minister quest does not clear

    Title: Port Harmony - Verity Webb - Bow to Minister quest does not clear
    Reproduction Rate: 100% (1 of 1 FWIW)
    Blocker? No
    Details: I met Verity Webb, the Minister of the Hearth. She insisted I bow to her before she would talk to me. I did, and she then talked to me.

    Later, after clearing the renegade camp and talking to visitors, I realized that the Bow to Minister" quest was still active in my Quest Log. I bowed to her again and talked to her, and it still has not cleared.

    Steps to Reproduce:
    1) You need an Avatar that has not yet entered Port Harmony.
    2) Find Verity Webb, the Minister of the Hearth.
    3) Talk to her. Get the "Bow to Minister" quest.
    4) Bow to her, then speak with her.
    5) Note that the quest is still active, and has not cleared.

    Wow... They cleared once I went into the journal and toggled the tracking of another, non-PH quest.

    Thanks for the report! I'm glad you were able to continue. It sounds like the "emote detection" script may have simply taken too long to signal the quest system that task was complete, but I'll take a look.
