    I just got caught stealing from a sack that was lying around in Harvest.

    Expectation: A guy in Norgard uniform would fine me.

    Problem: A guy in Aerie guard uniform fined me.

    Harvest is part of the Norgard "Empire" and all soldiers and knights I saw there are running around in Norgard uniforms. Would be strange to have Aeries Constables working there.

    A fix for this is a little tricky. There is only one type of justicar; the justicar that spawns when you are caught stealing can't be switched out for one of a local appearance. My initial thought is that I can look into at least changing his armor to be uniquely colored and they are better presented as an unaligned, pan-community, pro-truth-and-justice anti-crime force.
