Chat dialog pops up in combat when spell fizzles.

For the past month or so I have noticed a very annoying situation where when I click on one of the slots in my combat bar a chat dialog pops up where the mouse cursor is. I noticed it mainly happens when I clicked on slot # 7, which is Ice Arrow in my combat bar, and it usually only happens when I use that slot while I am running. I had a hard time trying to duplicate it, but now I think I know what is happening. It seems to only happen when the spell fizzles. It mainly only happens while I am running because that Ice Arrow spell has of course a greater chance of fizzling while I am running. I don't know if it is related to the mouse click because I only use the mouse to activate these spells in the combat bar instead of using the keyboard. I also don't know if it only happens in that #7 slot. It perhaps just happens there because that is the most likely spell to fizzle in my combat bar.

 

Update: I tried using the keyboard instead of the mouse and it still happened when the spell fizzled. I got it to happen with another spell that fizzled in another slot. So it seems that whenever a spell fizzles, no matter the spell and no matter the slot, when activated from the combat bar, whether activated by mouse or keyboard, it brings up a chat dialog.

 

This may be fixed. I had ice arrow fizzle twice for me today without any chat dialog popping up.
