Upgrading deed to tax-free

    Living inside my head.
    I received a deed for a taxed village lot as a result of completing the episode 1 quest of the game. I am looking into upgrading that deed to tax-free. There are 2 options to choose from: Tax-free (PA) and Tax-free (POT). There is a substantial difference in the prices of the 2 options. How do the two options differ from one another?

    The PA (place anywhere) will allow you to place your lot in an NPC town or can also place in a POT/PRT

    The POT (Player Owned Town) will only allow you to place your lot in POTs or PRTs (player run towns)
