Slider puzzle variant

I was bored at work so I made this puzzle. Enjoy.

There are a series of 9 numbers organized in 3 rows of 3, as seen below.

4 5 6
7 8 9

Each Segment of 2 by two numbers(upper left, upper right, lower left, lower right) can be moved clockwise or counter clockwise as seen belo.
Movement examples:
Upper Left clockwise
Before:
1 2 3
4 5 6
7 8 9
After:
4 1 3
5 2 6
7 8 9

Lower right counter clockwise
Before:
4 1 3
5 2 6
7 8 9
After:
4 1 3
5 6 9
7 2 8
Using these movement rules change this series of numbers:

you couldn't have done a easyer puzzle like if you have two gnomes and you kick them off a cliff how many do you have left?

 

I love this puzzle and I hope to see things like this in the game.

I'd replace the numbers with runic symbols perhaps and then have a book you have to find elsewhere in the dungeon that tell you what the symbols are so you know what you're going for.

 

I didn't make it to be hard. I was just messing around.
