Summoning cooldown bugged?

    According to the description it's 10 sec cool down, but every time after I use it, I have to wait for several MINUTES before I can use it again.

    Either the description needs to be updated, or the cool down timer needs to be updated.

    That's the cool down for the glyph. There is a separate 15 min cool down timer that can be reduced with an innate skill.
