[Spoilers]The Tower of the Shuttered Eye - Students of Virtue and Chaos quest

Students of Virtue and Chaos quest- 'The Most Beautiful Heart' book, also the 'Key of Arcane Power.' to get into the top loot room.

I've looked everywhere for hours. In and around The Tower of the Shuttered Eye, I can't find this book or key anywhere. I watched a video and the book looks like it used to be on a post outside, but it isn't there anymore.

I've killed everything, checked everywhere, found the hidden passage. I killed both mages.

Is this bugged or am I just missing something?

Edit** found the book, it's outside still, just not glitched now,

Still can't find the key.

 

Having the same problem. Have been searching for the outside book for hours. How did you unglitch it? Went in and out of the scene a few times and found it. But honestly, not sure sure if it was where I found it all along or was really a glitch!
