NPC Guards do not have a talk mode. (Ardoris)

Title: Many NPC Guards do not have a talk mode. (Ardoris)

Details: While trying to do the quest Sanity lost, whenever I try to talk to a guard, they just say welcome to Ardoris, and do not offer a closeup further dialog. So I am stuck trying to find Rolf, and well, I can't get a name from the guards.

Steps to Reproduce:
1-Wander Ardoris near the market
2- attempt to talk to guards.. the dogs do look at you expectantly....
3- Occasionally get error message, npc is busy
4- wander aimlessly talking to guards more.
5- give up.

I saw what seems to be the same thing today, a guard in Ardoris would not initiate chat with me, I wasn't doing a quest. It's either a recent thing or a guard specific thing because I make a habit of asking the guards in Ardoris their names and I haven't had this problem before in R33.

You cannot initiate any conversation with an NPC Ardoris City Guard. Double clicking on the guard just opens "Tab 1".

1) Double click on the guard.

Had this today in Build 480 with an Ardoris City Guard at Area: Ardoris (Ardoris) Loc: (37.5, 53.0, -78.7)

If memory serves this is George Ballard, but he won't speak to me.
