I raised my alchemy skill to 60, and I placed a bow, 2 gems, and 10 mandrake on an alchemy table, and the message said my alchemy level is too low to learn this recipe. According to this site, it requires 60. How much alchemy do I need to enchant?

For some reason unknown to me, the number under you alchemy box does not represent your actual level. Place your cursor over the box and the tool tip tells you your real level.

61 I think. Not sure if the +5 from founder's tables or the engraved tools help. Can test it out.

I use a Heavy Iron engraved Mortar

I was able to go from 51 to 61 using a Founder's Table, plus a True Bronze engraved mortar. I was socketing a gem rather than enchanting, but it's the same idea.
