Cannot place paver leading up to lot boundaries

I can place pavers outside a lot and inside a lot, but cannot begin to get what looks like a path because there's about a meter gap around a lot boundary where pavers cannot be placed.

@Attenwood - POT is called New Brittanian Market.

Additionally... further information - the issue is on the side of the lot with the stone marker.

 

Just being sure that you saw this.

Currently the way it seems to behave is that the stone marker causes a decoration null zone all along the front of a lot's length. So it is impossible to transition from outside the lot to inside the lot with an unbroken line of pavers.

 

I'd like to add to this. I claimed a water lot and cannot place pavers anywhere on the inside or outside of my house. I tried giant, large and small pavers. The location is Pericaliya (near Aerie) and the lot is near (503, 77). The lot is owned by Lagerfeld. If I need to provide more info, please let me know. (Oh, and all the pavers I tried were store bought, not crafted.)
