Cannot Set Skills to Untrain or Maintain

    1. Title: Cannot Set Skills to Untrain or Maintain
    2. Reproduction Rate: 100%
    3. Blocker? No
    4. Details: Most skills in my 2nd tier can only be set to train or not train. Maintain or unlearn are not given as options. The skill levels in these range from 1-25.

    To amplify on this, it seems that a skill must have a subsequent trained skill depending on it before 'Untrain' or 'Maintain' become options.
