Why does the wand glow sometimes?

Is it a bug that it doesn't glow right away? Should it be reported?

Why does it 'turn on' after a while? Based on XP or time maybe?

Has anyone any information on this? The wands (crafted with any material) have glowed mysteriously for possibly as long as they've had the ranged attack removed.. and I don't know any reason why this happens.. I'd prefer they always glowed like this, but something triggers the effect, doesn't it?

 

Is it "socketed" with any Gems? My hally has flames or lightning with rubies/sapphire... Maybe your wand is "charging", are you using free attack?

 

It has no gems, 2 enchants.. but i've seen this with gemmed wands as well.. I'm using a Rock Maple +5. This has always happened! Any wand, for a long time, seems to have to be in a scene for a while, but may be linked to xp gainage... I haven't tested much.. but it glows after a while.

 

This mystery has baffled me for the longest time too... if anyone knows what causes the glow
