Can't Complete Plate Helm of Courage Quest

Details: Attempting to have Blacksmith in Highvale Outskirts Upgrade the Damaged Plate Helm of Courage to the Actual Helm by giving him both Enchanted Copper Ore and the Damaged Helm at the same time. He took them and then acted as if nothing happened. Gives same responses as before but doesn't open a trade window anymore. Quest Highlight is still focused on him. I got more enchanted copper ore eventually but couldn't get another Helm.

Edit to the Above. I logged out full and restarted steam as well as SoTA and the items that were missing were once again in my pack.

I've had the same Issue.
Restarting the Game has solved it. No restart of Steam was needed
