    Title: Spectral Foothills a tier 4 or 5 area?
    Reproduction Rate: 100%
    Blocker? No
    Details: Spectral Foothills have 4 skull marker on overland and at scene entrances. However the resources as well as the mobs inside appear to be tier 5, is it possible that this scene should be marked as tier 5?
