Title: Decorating with Books Opens the Combat Bar

Details: I know this has been reported before, but I can't find a reference for it. Whenever you attempt to drag a book while decorating, the combat bar opens up and stays open for a second or so after you drop the book. This despite the fact that there's warning text saying "this item can't be placed on the combat bar." If the game knows you're dragging a non-combat item, why is it opening the combat bar in the first place?

This is particularly frustrating because books, being small, require a bit of finesse and a close-up view to get in just the right place next to each other. Especially if you're trying to place books on a bottom shelf, the combat bar is going to be blocking exactly the place on the screen that you need to see to place the books.

Steps to Reproduce: Drag a book from one location in a room, attempt to place it on a bottom shelf. For extra credit, try to place it neatly aligned with other books on the bottom shelf, not just haphazardly thrown on.

books are problematic because they can both be assigned to a hotbar slot and used as deco but you can't have both the combat bar and the deco bar up at the same time. what you can do is keep it from being too helpful: right now when you drag an item that can be placed on the hotbar it opens the combat bar if it's not open, just in case you want to place it on THAT bar, even if that particular item is only useable on the non-combat. if you turn off "show help for hotbar drag-and-drop editing" in options > interface it won't bring up the combat bar and you will only be able to drag things onto the combat bar if you're already in combat (or actually edit your deck).
