Stillness should work for all glyphs or none at all...not just magic glyphs. It takes a lot more work for someone using a weapon to stay still and if they do they have a much greater chance at taking damage especially being webbed by spiders...so its only fair to reward stillness to all those brave enough to stand still in certain focus intensive situations (multiple targets at once). People focused on spell damage are already wearing armor light enough to avoid fizzle chance that they don't really need the stillness buff to maintain a focus pool. Not so fair when in a pvp battle. On top of it, when u lvl up a skills level eventually the focus required to cast it goes up as well. That's when the stillness buff becomes more effective, reducing 25% on a 30+ focus spell turns into a game changing buff in pvp because the magic user will still be able to cast spells long after the skill glyph user runs low on focus.
