Details: Cannot throw confetti egg on other players (nor pets). I can throw them only on myself.
Steps to Reproduce: place confetti eff in non-combat bar. Try to throw the confetti egg at various targets.

Are you using it from a glyph in your combat deck? Like other thrown items?

 

try throwing it at a party member or person you are dueling.

 

I use it from non-combat bar, like snowballs. I can throw snowballs, but not confetti eggs. Did not work on party member, have not tried duelling, but I would assume it should work the same way as snowballs and it does not.

 

Verified -- snowballs work on party members and dueling opponents -- confetti eggs work on neither. I tried from utility bar as well as direct from inventory.
