[Known] Holding hotkey sometimes doesn't charge skill

Title: Holding hotkey sometimes doesn't charge skill.

Blocker? No.
Details: If I hold down a combat bar hotkey before the global cooldown expires then that skill will not start charging once the global cooldown has ended. It's really frustrating to hold down a skill hotkey only to realize a few seconds in that nothing is happening.
Steps to Reproduce: Use a skill that has a long execution time then hold down another skill hotkey and note that the skill will not start charging once the global cooldown has expired.

Additional info: If I'm using free-attack mode and I hold down my left mouse button before the global cooldown expires then my attack will start charging the instant the global cooldown ends. This is how all the skills should work.

 

I agree. This is a very irritating problem especially if your instance master is slower than you, creating variable input lag.
