Restarted Quest Line - Stuck on Travel to Blood River

    I restarted my questline, and my first task was to speak with arabella, i found her in aerie -

    She wants me to Travel to Blood River using the moongate from Solace Bridge.

    I did this, however there is no way to forward the quest,

    the NPC Robert Villines mentions he did find "a dagger" , however when you click the underlined "dagger", nothing happens, after typing it he says , I don't know what you mean.

    This exact same issue is happening for Pappyjohn at the same time as me at this NPC, and he also just reset his questline.

    Been trying a couple tests. So far, either Villines isn't there at all or the quest for dagger queues don't work.

    Tried walking, switching to friends online, etc.

    Same problem here. Tried Restarting Game, Login on and off, swapping modes and attempting to exhaust all dialog questions. He is my active quest and has the sparkle above his hands, but nothing will alow me to get the quest to move on.
