Here is a link to more info on the event - https://www.shroudoftheavatar.com/f...elebration-edition-march-31st-2pm-nbt.112087/

We do the Casino as a special event every once in a while, you can win very little gold and it is only open for 2 hours. I think the max that a player has won was around 20,000 gold. We also give away a bunch of prizes for free too.

Things that may seem obvious are not always correct. Ask Valve. Their Steam business is hosted in the United States, and yet they have been forced to pay a multi-million fine in Australia for failing to conform to Australian consumer protection laws.

Yeah, when I say as an American host, I'm just referring to US federal law. As in your example, there's also all kinds of ways to get in trouble with other countries and US states.

@Lazlo probably got it right. Chances are good that whatever players can come up with in-game is just too minor for anybody to care about.

Where I live, hosting any type of gambling without a permit or license is not legal, and the age of the participants is irrelevant. This in game gambling would be considered unlawful here because of the RMT. In game gold is fiat real money because of RMT, and you would not win a counter argument. However, our authorities would not take the time to pursue this kind of gambling violation unless it begins to involve larger sums of money. They and most governments will ignore this completely at this level.

I disagree with this, fiat money needs to be government backed, in game gold is not, therefore it is not fiat.

There is a potential argument to say that in game gold is Fiduciary Money, however, it's a weak argument on the basis that fiduciary money requires the issuer to promise to exchange it back for a commodity or fiat money if requested by the bearer - however, no such guarantee exists in game.

As long as Portalarium isn't directly involved in running a gambling operation, and the turnover is small, no authorities are going to care. The argument is academic. However, as an academic argument, you'll find plenty of places around the world where player-run casinos would be illegal.
Here are some other things that are illegal:
    - Per the state code, it is strictly prohibited to pronounce “Arkansas” incorrectly.
    - It is illegal to build, maintain, or use a nuclear weapon within Chico, California city limits.
    - In Connecticut, A pickle cannot be sold unless it bounces.
    - etc...

Ha. Yeah. Case law. Case law means that the issue very likely ended up in a court at some point in history.
Hence my all time favourite: It is forbidden to throw a moose out of an airplane in Alaska. Yes, picture it ^^ go on, do it. And now picture the trail.

In my experience, especially in EVE. Gambling is allowed until the activity becomes too big. Then the activity is shut down. Too big is not clearly defined. The work around was to do so using external programs such as Discord to conduct gambling. Texas Holdem was very popular.

... and as long as Port doesn't put a casino house in the store/NPC vendors or add any other add-on item that is obviously focused on gambling then it should be ok.

I don't remember Bucaneers Den having anything to really do with gambling. Unless you mean gambling your life.
