670 - World Map Shadows are flickering/rendering too fast?

    Title: 670 - World Map Shadows are flickering/rendering too fast
    Reproduction Rate: 100%
    Blocker? No
    Details: On the World Map (during the Day when the Sun is out), the shadows for stuff like trees are flickering like crazy. It's like the animation speed for them is set too fast? Normally they slowly move back and forth, but now they flicker back and forth extremely fast. I have Shadow Distance set to LOW.
    I don't have this problem (using the same settings on R52).
    Steps to Reproduce: Have Shadow Distance set to LOW and go on the Novia World Map during daylight.

    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Xeon(R) CPU E5-1620 0 @ 3.60GHz (8) System RAM: 16303
    GPU: NVIDIA GeForce GTX 750 Ti GPU RAM: 2007

    EDIT: This even happens in the Lost Vale Map too...

    EDIT 2: Shadows in towns are also doing the crazy flickering during the day.
