   Another NPC and he himself explain that he is nicknamed "The old goat" and he gives as one explanation that he raises goats. Yet - he has none.
   
   As long as there are no goats in game, could he get some sheep?

   That's possibly a Backer NPC, and that is probably the dialogue they requested the NPC to use. Just a guess as to why.
