    Details: I decided not to take the note in the elves basement figuring Jaan had already violated those elves' boundaries enough entering their home without their permission, and then nosing around the basement.

    I did *read* the note, but didn't pick it up to put in Jaan's backpack. Nevertheless, the quest advanced and now have "Give Endorsement to Lord Macsen" journal entry.

    If there was some fork in the quest I was supposed to find by choosing NOT to take the note, it is now missed.

    Steps to Reproduce: Get a quest from a sketchy fellow in Aerie to snoop around in somebody else's stuff- ostensibly for a "truth" line quest. Decide not to follow his instructions, but the quest advances as if you had.
