After swimming, hot-bars are grayed out

    Title: After swimming, hot-bars are grayed out.
    Reproduction Rate: ?
    Blocker? No.
    Details: After coming out of the water, my hot-bars (non-combat and combat) are grayed out and non functional.
    Steps to Reproduce: I'm not sure how to reproduce this reliably, it only happens infrequently when I exit the water.
    User Specs:
    OS: Linux 4.8 Ubuntu 16.10 64bit
    CPU: Intel(R) Core(TM) i7-4720HQ CPU @ 2.60GHz (8) System RAM: 15969
