Air Shield stacking INCREASES Focus Transfer. Is this intended?

I ask this because at FIRST, I thought that it was a balance choice. Then I noticed no other shield giving any similarly negative "increase". My Focus Transfer Ratio from Air Shield is something, let's just say, 0.9 Focus Transfer. Like this:

Details: Every additional stack of Air Shield increases Focus Transfer Ratio. This is a NEGATIVE EFFECT. No other shield spell has a single negative effect that INCREASES with stacking.
Steps to Reproduce: Observe Air Shield Focus Transfer at (x) amount, with no dexterity buff (Air's Embrace). Cast Air Shield with a single stack. Observe actual Focus Transfer (x) in buff icons. Cast Air's Embrace. Note changes. Dismiss Air Shield. Now stack to 5 times, and cast Air Shield. Observe Focus Transfer change. This indicates the avatar will take MORE damage through Focus Transfer, for every additional stack of Air Shield.
