Allowing no-trade items to be placed on Player Owned lots.

Currently, due to issues regarding permissions, no trade items cannot be placed on lots.

This has recently created a problem with a reward pet that was granted (miniature greyhound), but it has also posed a problem for quite some time.

The solution is one of these simple problem, simple solution.

We don't want people to be able to bypass the no trade by simply placing things and letting the person getting the item pick it up. To get around this the object in question should be forced to be placed as to be locked to be only taken by the person who placed it.

This may need a few adjustments to the permission structure, but it shouldn't be too hard to implement.

This would also allow placement of all sorts of other cool items that are marked no trade for one reason or another (most often this would be quest items, but sometimes other things such as one time rewards and starter gear would land in this category.)

I am making another feature request regarding permissions, but that will be separate due to having a MUCH larger.
