Archery Skills work without ammo - Bug or Feature?

3 of the Archery skills work when you run out of ammo

Aimed Shot
Disabling Shot
Blinding Shot

I mentioned this in /n chat and there was lack of consent if this was a bug, or a feature (to allow an archer a chance to finish a fight when they run out of ammo).

Amazingly enough, these "magic arrows", or "air arrows", or "butt arrows", or whatever one likes to call them, are by...design. I've never heard a sane explanation for them, not even when arrows were 20x more expensive and came in numerous uncraftable varieties, but there you have it

So I think this would be better in feedback...
