Ardoris - cannot fish off the docks or shoreline

    Title: Ardoris - cannot fish off the docks or shoreline
    Reproduction Rate: 90% (every now and then i can find a spot where i can fish, usually as far as i can cast from the shore or dock).
    Blocker? yes
    Details: i get a red fishing target, so i cannot fish in Ardoris.
    Steps to Reproduce: see above
