    2. Reproduction Rate:100%
    3. Blocker? Quest Blocker, Unable to do Quests with Lord Siranto
    4. Details: Steps have no substance you pass through them, guards and NPC's fall through floor
    5. Steps to Reproduce: Try to go into palace of the mountain using normal means

    so that's where the Minister was. I could see his talk coming up from the floor but couldn't find him!
