    The quest is now solvable, at least if you start it from scratch. But there are some minor weaknesses.
    Tanya will not give you any hint to talk to someone special, as she did in Rel 35. If you talk to all people at market place you will miss the right one if you only use their highlighted keywords. You have to ask for black arrow to go on, but that's not a plain forward solution.

    If you find all profs, Cugel will respond to the name of the accused one.
    The mothers will do likewise.

    Others will not notice that the case is cleared, Teddy for example.

    This quest needs some more polish. Cugel should offer you the case if you say help to him. Guards should know Rolf and probably give some hints.
