Are kobolds in Skrekk supposed to attack me?

    So I know there are other areas in the game where Kobolds are more friendly and they don't attack you and this was what I was expecting Skrekk to be like at least once I'm in the city. Are they supposed to be attacking me? If so is there a way to become friends with them so they don't attack me?
